Is SIE the same as Series 7?

No. SIE is an introductory exam for basic securities industry knowledge. Series 7 is a representative-level qualification exam for General Securities Representative registration.

Which should I take first, SIE or Series 7?

SIE can be taken without firm association by individuals age 18 or older. Series 7 requires firm sponsorship, and FINRA lists SIE as a co-requisite for Series 7.
